3D Gap penalty

Hi, modellers,

I like to know what's the meaning, and range for variable "Gap penalty".
On the manual web-page:
http://salilab.org/modeller/manual/node168.html
it just said "working in progress" and did not give a explanation. 
So could some one explain it here?
